Dear Representative Herkes, Chair, Representative Wakai, Vice Chair and Committee Members,

I am a Hawaii resident and a concerned citizen, writing to strongly urge your opposition to H.B. No. 2312, HD1 as it relates to naturopathic medicine. 
 
I utilize naturopathic medical care here in the state of Hawaii and have been very pleased with the care I receive.  I am comforted by the fact that I am able to see a licensed Naturopathic doctor who is governed by the state Department of Commerce and Consumer Affairs division and therefore must practice following strict standards of care and ethics.
 
It is also my understanding that naturopathic physicians receive extensive physiology and pharmacological training at naturopathic medical schools which prepare them to safely prescribe medications. 
 
Last year, the Hawaii State naturopathic law was modernized to better reflect their scope of practice.  These modernizations are currently in place in Arizona, Oregon, New Hampshire, California, and Washington State. HB 2312, HD1 aims to remove some of these improvements.  
 
With the current state of the economy, many physicians are leaving our state. As general practitioners who are licensed in Hawaii as primary care physicians, naturopathic physicians are an invaluable part of our healthcare system. Other types of doctors are overwhelmed with the current demand, often making it difficult for patients to receive even basic medical care. Restricting naturopathic physicians from being able to practice according to their training will decrease the quality of healthcare available to the citizens of this state.
 
Please allow my naturopathic physician to practice as trained and allow me to receive quality care in a safe manner.

Establishes a Naturopathic Formulary Board to create a naturopathic formulary for the Board of Naturopathic Medicine that will be updated and published every two years. Repeals provisions authorizing the use of "legend drugs" as a part of the practice of naturopathic medicine. Effective July 1, 2020.

In 2009, thanks to the efforts of many people the Naturopathic Medical bill was passed to allow naturopathic physicians to practice primary care medicine as trained .
In the 2010 legislature the Hawaii Medical Association has introduced a bill to remove all of our gains from passage of last year's Naturopathic modernization law.
Please write testimony in OPPOSITION to HB2312 relating to Naturopathic Medicine which blocks our ability to do parental therapy, minor surgery and naturopathic formulary (vitamins, minerals, dietary supplements, botanical medicine, homeopathic medicine, hormones, and those legend drugs consistent with naturopathic medical practice).
